CW4 (Ret) Carl M. Burnett, PNP
Program Director

CW4 (Ret) Carl M. Burnett became a member of the U.S. Army Warrant Officers Association (USAWOA) in 1979. In 1984 CWO Burnett was elected the National President of the USAWOA.

In 2019 CWO Burnett became a charter member of the 1918 Society. CWO Burnett is a Life Member of the U.S. Army Warrant Officers Association, the U.S. Army Engineer Association (AEA), the Military Officers Association of America (MOAA). and the Association of the U.S. Army (AUSA).

In 2020 CW4 (Ret) Carl M. Burnett was elected the Chairman of the USAWOA Past Presidents Council (PPC) and continues to serve as a valued member providing invaluable wisdom, experience, and stewardship of the U.S. Army Warrant Officer Association.

CW4 Misty Whetung, ND, PMP
Project Manager

CW4 Misty Whetung is currently the National Director of Region VI. She was elected the U.S. Army Warrant Officer Associations (USAWOA) Northeastern Region in October 2020. CWO Whetung was elected the Vice President of the Fort Dix Doughboy Chapter in January of 2016. She served in that position until January of 2018. CWO Whetung was then elected the President of the Doughboy Chapter in January 2018 and served as the chapter President until January 2020.

CW4 Whetung was appointed by the National President to be the Project Manager of the USAWOA’s Membership Enhancement Project (MEP). As the MEP PM CWO Whetung will lead the two-year, ten-phase project that will transform the membership programs offered by the USAWOA. CW4 Misty Whetung serves as a valued member of the USAWOA providing invaluable experience and stewardship.

CW5 (Ret) Franklin D. Meeks, PNP

CW5 (Ret) Franklin “Frank” D. Meeks started the United States Army Warrant Officers Association (USAWOA) Fort McCoy chapter in 1992, serving as its Charter President for two years. In 1992 CWO Meeks became a life member of the USAWOA.

In 1994, CW5 Meeks was elected the Mid-Northern Regional Director and served for (4) years. He also served as Vice-Chairman of the Warrant Officers Committee of the Reserve Officers Association (ROA) National from 1996 to 1997. He was the Chairman of the Warrant Officers Committee of the ROA National from February 1997 to January 1998. From 1998 to 2000, CW5 Meeks has served as the vice-chairman of the ROA National Warrant Officers Committee. In 1994, CW5 Meeks became a Life Member of the Reserve Officers Association (ROA). In 1998, CW5 Meeks was elected the National Vice-President of the USAWOA, and In October 2000, CW5 Meeks was elected National President of the USAWOA. In 2002 CW5 Meeks was re-elected for a second term. CW5 Meeks was subsequently selected to serve on the Board of Directors of the USAWOA Scholarship Foundation from 2004 to 2006.

In 2002, CW5 Meeks received the Distinguished Order of Saint Martin. In 2005, CW5 Meeks was appointed as a Distinguished Member of the Quartermaster Regiment and he is a life member of the U.S. Quartermaster Association. In 2006, CW5 Meeks received the Ordnance Order of Samuel Sharpe. He also received in 2006 the General Brehon B. Somerville Medal of Excellence. In 2010, CW5 Meeks received the Honorable Order of the Eagle Rising Gold Award from the United States Army Warrant Officers Association. In 2011 CW5 Meeks was inducted into the Quartermaster Hall of Frame at Fort Lee, VA. In 2012, CW5 Meeks was inducted into the Order of the Eagle Rising Society by the U.S. Army Warrant Officers Career College (USAWOCC) and the Military Officers Association of America (MOAA). In 2012, CW5 Meeks became a Life Member of the MOAA. On July 15, 2019, CW5 Meeks became a life member of the 1918 Society.

Since 2006 CWO Meeks has served as the USAWOA Assistant Webmaster and the Webmaster for the USAWOA Interactive Portal. Since 2008 CWO Meeks additionally serves on the Warrant Officer Historical Foundation Board of Directors and is its Web Editor and Chief Information Officer (CIO). CW5 (Ret) Franklin “Frank” D. Meeks was the Chairman of the USAWOA Past President Council (PPC) from 2008 to 2020. CW5 Meeks continues to serve on the USAWOA PPC as a valued member providing invaluable wisdom, experience, and stewardship of the USAWOA.

The regions and chapters will provide fullfilment services. The store will also supply access to certified vendors for the development new merchandise, at significant discounted pricing to region and chapter e-commerce managers.

CW3 Philip D. Grant

CW3 Philip Grant served as the President for the U.S. Army Warrant Officer Associations (USAWOA) Hampton Roads chapter from October 2012 to November 2014. He also had the privilege of serving as the President for the Screaming Eagles Silver Chapter from March 2018 to March 2021. While serving in this position he spearheaded the 47th Annual Meeting of the Members for the USAWOA national chapter.

CW3 Grant also became a USAWOA Lifetime Member in 2019 and holds sequence number 923 as a life member of the 1918 Society.

As the USAWOA’s Membership Enhancement Project (MEP) E-commerce project team lead he will focus on the optimization and streamlining of the online marketplace on the portal.

The leader, will lead the development of a Branch Discussion portal. The portal will provide a central virtual meeting place containing online discussion boards for each branch/proponent to facilitate networking, collaboration, information sharing, and camaraderie among warrant officers and association members. Access and pre-existing networking relationships to branch managers, HRC, and proponent schools are recommended for this position but not required. Networking and communication skills are criticalessential for success in this position.

MS 365 Platform and MS AZURE Cloud Services experience and familiarity areare highly recommended for this position.
